They are called line filters. DSL gets its relatively high speeds by removing all the filters that removed crosstalk, and echoes, and other noises that bothered people on the phone. Making phone lines perfect for carrying the human voice, but not much else. That's why DSL eligibility requires you be close to a switch, because all that noise will eventually interfere with data transmission too.

These add those filters back in right before your phone, allowing you to still use every phone jack as a DSL connection, and/or a place to plug in your regular phone.
