That is why I always put measurements because you can never always go by the tag.Actually without stretching it out it is only a 13" lol.It will stretch to 20" all the way.It must be a XL petite right ! Lol.That is like when you by a clothing item that says one size fits all.That is a joke too.Im afraid this one is really about a small according to measure members or medium.
