These are Live Air plants or Tilandsia, they don't need soil to survive. They shouldn't touch the soil as they get sick and die from dirt.
These are native to Texas, it has finished blooming. Place them in your outside hanging pots.
You can use them in crafts, in arrangements, on wreaths anywhere you'd like some green without the need for a pot. They have medicinal properties.

Provided If the atmosphere is not too dry (as in an air-conditioned home) they can survive with water misting once or twice a week but not to heavy and the occasional bath for a soak. They are much like an ochid.
If you are growing them indoors and the air is dry, you will need (at minimum) to submerge the plant in water for 2-3 hours about every two weeks. Otherwise, in a shade-house or unheated home, you can use a soaking mist once or twice a week in summer, once a month in cooler weather.
Fertilize by adding a pinch of Orchid fertilizer to your mister. Don't let them touch soil they can get sick and die!
You may soak your plant for 20-30 minutes if it becomes very dry.
