So, I looked at the skirt, and I'm going to say it would be for a GIRL rather than a teen. The waist (un stretched) measures about 10 inches from side seam to side seam. With a length of about 15 inches, taken at center point (shortest area of skirt).

Well, I *think* it would fit a teen. It was way too loose on my daughter when she was is in size medium for children's leggings. I'll take some measurements for it and post them!
