I won these seeds on Listia and had some to share. From what I've read, you should start them on top of soil in a warm area. Do not overwater. If you will be keeping in a pot, once the tap root is 1.5", clip the bottom of it to promote the roots to grow outwards. Leave the tap root if you are going to plant outside to protect it from drought and cold. These do not like any freezing temperatures!
