No question is ever stupid! Seeking information is important! A "Mailer's Postmark Permit" (MPP) is used by a mailer before the item is given to the USPS. Permits are free from the Post Office, however, the person needs to have a rubber stamp made for the Permit. There are groups that collect MPP's and you might find more information if you Google "Mailer's Postmark Permit". I hope this is a reasonably satisfactory answer. Thank you for your question/interest. Kathey
