Yes it is elastic and is able to fit over the dogs head.

Not sure the measurements. I have a small jack Russell and it fits her but she isn't the the type to wear that.

well its pretty and looks nice on an animal but what if it breaks and your animal gets a bead stuck in there throat you gotta really think animals are kind of like little kids watch out what they eat on the floor or the material toys are made of they can get hurt have a good day
