I'm a little confused sorry, does GIN get everything listed? If bidding goes to tier 2 do they get all of one plus 2 and so on?

Yes GIN gets all items plus a bonus item. Bidding under 20000 recieved Tier 1 only and as the bids reach the next Tier additional items are added.
