I have a brand new GE Wallplate with a vintage teapot, cup and roses painted on metal. It's new in the package, comes with screws. The package itself is a bit tattered around the edges from storage, but the wallplate itself is perfect condition. Looks shabby chic to me. Very nice wallplate that should last for years.
