Size is 31, fits 9/10 I measured flat and got about 18-19 inches waist and length was right around 10-11 and a little longer if I measure the butt, it's like 12"

Its got zippers and compartments, I would say purse, I included the words tote in the title because of the shape. The way the purse retains its shape makes me vote for purse.
