The listing, Craft: Button doily hair barrett; needs reassembled has ended.
This was a beautiful hair barrette at one time. The crafter started with a 3.5-inch beige doily, starched it stiff, then hot glued buttons, shells and beads on it with glitter glue.
Then they hot glued a barrette on the back.
Which is where we find ourselves.
The barrette is now in three pieces, but can be reassembled and made to function.
The rounded curves on the doily may need pressed to prevent curling.
After that, you can use your own ingenuity to restore this piece, or take it apart to create something new.
I would hazard a guess that it was originally created in the 1980s. None of the buttons or other items are cracked, broken or crazed.
