I've just copied and pasted from the terms & conditions of the ebay e-gift card and it reads as follows:
•For security purposes, you may be required to enter credit card or bank account information before you can redeem the Gift Certificate.

I couldn't begin to answer that question without guessing. Albeit a good question, comfortably I am unable to answer it because I do not want to mislead you. The best source to field your questions about the terms and conditions of the ebay e-gift card would be Ebay/PayPal. I have found a good telephone number you can dial to best answer your questions about terms and conditions and that telephone number is:

Hours:
4:00 AM to 10:00 PM Pacific Time Monday through Friday
6:00 AM to 8:00 PM Pacific Time Saturday and Sunday
