Ya, if someone really wants an item they will bid the maximum amount of credits they are willing to pay for the item. That way they don't have to watch the auction. They will win unless someone bids over the maximum amount they bid. I had that happen to me a lot when I first started and it's very frustrating; Just keep setting up your own auctions to build your credits and you will be surprised at how quickly they will add up.
