@jcmath thank you, it is certainly a very interesting coin. The eagle looks like the Phillipine coins of that era and the obverse looks like a draped bust to me but why the two would be combined on one coin is beyond me. I didn't know that such a coin as you describe exists. Will check the book if I can find a copy. Thanks!
On the back of the coin where it say STATES, look under it and you will see clouds. There are 2 set of clouds 1 over another. Your coin the S in STATES is at the end of the top could and it should be at the end of the cloud under a cloud.
The pleasure is all mine! I enjoyed the research! I have seen only 1 of these in my life span of 73 years! If you check out the reference that I mentioned, you will find this coin of capped bust with head facing to the right, eagle on back with shield, and either 13 or 14 stars surrounding either side of head. I hope that you can find a copy. I still believe it is the same coin, because it was the first coin that came to mind when I saw your coin! I am not so sure that it is not silver or gold! There is an eagle and shield, with stars above the eagle, on the back, and appears to be Lady Liberty (turned sideways) on the front. I do not think that it is a Seated Liberty coin because of the head on the front of the coin. The date of 1804 is quite visible on the obverse side of the coin. I have a tendency to believe that it MAY BE a Capped Bust facing right. The stars are only on the obverse (front side) of coin. They were minted from 1796-1807. The diameter of the coin should be 20 mm with either 13 or 14 stars encompassing the head. The weight of this coin should be 4.37 grams and the composition is .9167 gold and .0833 silver and copper. Very low mintage of only 3,327 pieces. Reference: The Official Red Book of United States Coins , @ 2015; p. 243. This looks very much like the mystery coin above. If it turns out to be the case.
