Thats just the nicknames for the same plant. A more correct name is nettle mint because it closely resembles stinging nettle (which is a medicinal herb also)

If I was to grow it in a pot in my house for my cats to eat.. Is that safe for them?

The cats are really just smelling it for the healing effect. They used to give catnip tea to crabby babies which may help gas but mostly works as a tranquilizer for humans. My cat discovered the mint patch, we thought he was hunting mice!

So my idea is to take an old kitty litter box and put wheatgrass catnip and the stuff in it would that be okay for an indoor plant for them

You want to keep the plants safe untill they are well esteblished, you should use pottery pots inside the litterbox for better drainage.
