You would need a computer or laptop to set the device up. To use the video chat and to send your videos or pictures, you would need internet connection.

Sry if this is a dumb question but would this work on my Windows xp desktop cause from the description it sounds like it's just for laptops I'm a little confused

It will work with Windows XP with Service pack 2 and Windows Vista. It requires an Intel Pentium 4 1.8 GHz processor or equivalent. The reason that it says Notebook is because it is designed to connect to thin screen of a notebook. Desktop monitors are too thick for it to fit on while using Skype, etc.
