The fluid padding is intact, so I'm sure it does. I haven't ever attempted to load it up and light, however.

This is kewl, how exactly does this warm the hands? Or is. It more of a decorative conversation piece?

It has a small wick that is enclosed by the top. Padding in the bottom holds the fuel. It burns very much like a Zippo lighter. It really is kewl :)
