It may be because you're new. It seems like there's some dumb rule about not being allowed to bid on Gift card auctions until you complete x amount of tasks or something. I honestly don't know. Listia is cray-cray!

The only thing that can be changed on any auction once a bid has been placed is the shipping. I don't need to look to know you're new. Put this auction in your watch list since you can see the amount of credits it sells for. Another thing you can do is put "Ebay gift card" in the search (little magnifying glass at the top in the app) and see the GIN amounts folks have these listed for. It will be mind boggling I assure you! I am curious to see what happens when listed without a GIN, so this is experiment to see =D
If you would like to get an item there isn't a bid on and a GIN isn't listed, it is always best to privately message the seller and ask about a GIN. You may want to do a little recon first to see what like items are selling for so you know a realistic amount to offer. I hope this was helping. Good luck to you!
