I found a few of these Handmade Miniature Cattle Skull with Horns and Feathers, wall hanging (about 14 inches in length) at a neighborhood 10 family block party sale! It was just this side of the AZ , New Mexico Border. I'm not really positive on the info on these but from what I asked and looked up, they are another version of a "Dream Catcher" but with a little different story. Basically they are said to hold the bad dreams at bay and pull the good toward the person sleeping. I just thought they were cool!
