1980 Commemorative Year Set - issued by the United States Postal Service. This is a tri-fold holder (shown in 2nd scan) which includes each of the commemorative stamps issued in 1980. The 1st and 3rd panel of the folder have the stamps listed - along with a description, and history, as well as the designer, and date and place of issue. The middle panel (first scan) is a holder for the stamps. There are 28 15 cent stamps, mint, never hinged, in the set.

I did fold the back of the folder in order to make the scans, so there is a little of the "fold" crease on the folder - but no major damage.
