The listing, Vintage drawing retractable bag clip has ended.

I don't know the picture but it reminds me of Lewis Carroll Alice style black drawings.
The clasp is original but I would replace it with a lobster claw to be more efficient.

Extends to just under 19 inches.

I believe retractable clips are commonly used for badges and key sets. For insistence if one needs to swipe a badge or lock and unlock things all the time this clip will attach to one's pants keeping items close at hand without having to constantly dig them out of ones pockets.
