What's the waist laying flat measure, also have the bottoms been cut?

The waist laying flat and alligned, measured across inside edge to inside edge, is 14". The hems are fringed, so yes, they've been cut. But they could certainly be hemmed to a shorter length if desired. Thank you for your interest!

They are 100% cotton, so they do not stretch. I have the measurements listed....take a tape measure or ruler and lay your great fitting jeans down flat on the floor. Allign the waist band and measure from inside the left side over to the inside of the right side. Now double that number, and that's what the waist measurement is. Now measure the rise....from the edge of the crotch seam up the front over the zipper to the top of the waistband. Now compare your measurements with mine. This is the only way you will know if they will work out for you or not,. And remember, these are LOW RISE, so they don't sit at your natural waistline. Good luck!
