In short:
It means that if you bid 5 000 credits - you don't actually bid them all - you bid minimum to be a winner. If anyone bids less than 5000, in this case you'll automaticly outbid him, but never spend more than it needed to be a winner. If listing ends before you spend all that you bid, then the rest will be returned to your account.

Yep I am really sending this message almost in each of my listing to somebody.
