Nope. Bassets and Dachshunds have long tails. The head and tail are indicative of the spaniel lines. Now as to which one it is hard to say, but my guess with the long body would be a field spaniel. I have raised American Cocker Spaniels as well as English Springer Spaniels. If the shading in the picture is the same as the picture, could be parti-color cocker.
