I think so. There wasn't any sex. She had her first kiss when she was "matched" or engaged. There was one war scene where a helicopter came down and shot all the people. And she figures out they poison everyone over 80. The rest of the book is about control. How big the tree is in your yard, what poems you can read, who you marry, when you have kids...
