Yes there is a pocket in the outside as well as the inside. As for the measurements, I apologize but i dont have a measuring tape. Its a pretty good size. Lots of room but not too big.

I guess that would typically be determined by the size of the person. But as for myself who weighs 155 and stands 5'6 , yes it does.
