so is it short because was made for a small person / child ? ,,
it looks to me as if it should hang low but maybe im wrong and its supposed to be a choker style ? ? thanking in advance ,

Yes, it's made short but chain can be made much longer, up to 26"L or I can just add a 2" ext. to the chain that is now, which will be total of 20"L. Any length will be good for this pendant.
Not Suitable for Children - small parts (charms).
