Those are definitely capaceters. Capaceters are components that can store up electricity, and then release it very quickly. It's possible to use capaceters as very short term batteries, so that the machine they are in won't loose memory because of a short power outage. Like when switching outlets. Or the can be used to divert power when a threshold is crossed. Like in a surge suppressor.

I don't remember how to read them, but Google remembers!
