From the neck to the hem on back it's 9.5 inches.
Measured straight across when opened and laid flat it is 10.5 inches.
Neck opening is 5" diameter.

Is it lined? Is it rubber, vinyl, plastic, etc?

The tag says 100% polyester...but it feels rubber-like and is definitely water-resistant.
It also says hand wash in cold water, lay flat to dry. Keep away from fire. Made in China.
It is not lined.
