I believe it is. I know that the umbrella is plastic and the duck is plastic. I believe that Pooh has a fuzz type coating. The back of the box says "Pooh's Friendly Places is a sunny world filled with warm and friendly faces! Dress Pooh for blustery day fun in his raincoat, boots and hat. Pooh really holds his umbrella, which is big enough to share with his charming forest friend. Plus, Pooh is soft to touch and fun to pose, so you can play out lots of wet and windy adventures!"
