It is VLK software - (Volume License Key) SO you would have a license to install this on as many PC's as you want - If you are an OEM system builder or manufacturer or do a ton of volume PC repair/refurbishing, this software is for you - Not for an end user or private party -Hope that explains it =)

You would get the VLK license through your Microsoft Partnership or your MS supplier
