I've done some research, this seems to be a partial collar error. I got my info from wiki. Other sites seem to lump these in with broad strikes. But I think wiki is more correct, makes more sense to me. Though the process is basically the same, that the collar doesn't lock into place when struck.

The rim is abnormally high, and also has an extra line, seen in the first picture.
