Photo 4 says chiffon. I ordered it off a site thinking it would fit me. Im an xl, but I know asian sizes you have to order like 3-4sizes bigger in my experience buying Asian sizes. It fits more like a 1x only in my opinion. Photo 4 gives what the site said for measurements. When ordering I didn't even look at the measurements.

I can fit into a big large a xl and a smaller fitting 1x. In my opinion its more true to a 1x.

Im 5'5 xl. Its a low high top. Shorter in front and gets longer in back and is sheer. Would definitely have to wear something under it. Im not sure how short it would be in the front for you being 5'11 but your u said your a l/xl so your slimmer. So I'm only guessing it could be used as a dress for you. Can't 100% guarantee that.

It could be worn as a dress if your a smaller size 1x or smaller with a belt. Thats only my opinion. Measurements from the manufacture I bought it from is in photo 4. It is sheer so you'd have to wear something underneath. Unless you use it as a nighty.
