AT&T uses GSM service, it's generally going to be better service than CDMA in rural areas because carriers have roaming sharing agreements. If he is urban, either service should work.

A Galaxy S5 is a Quad-band GSM/GPRS/EDGE; quad-band 3G with HSPA; LTE It's an excellent phone, shouldn't be having reception issues, could be line if sight interference or some other weak signal issue, concrete, low lying area, etc. A small antenna like this would not likely help.
