Maybe and then again Maybe Not...bottom line here Rick is that it DOES have legal tender where the silver is concerned :) I am not a coin collector nor to I claim to be a expert but I do know my silver and gold contents :)
Really nice Silver Medal or commemorative. Either that or a coin it is Silver .999 fine and valuable. But shipping can be ($1.71) up to (3 oz. or less) in a small bubble envelope ~ cost about $1.00 and Delivery confirmation~ $ .80. So you got $3.,50 but hey ya gotta take it to the post office and there's $5.00 worth of gas...even if it's just down the street. I ship coins often and give the customer the option of insurance. Hardly ever do they want to pay for insurance, but I do send it with delivery confirmation. At least (if the PO does there job and scans the code) the package will show up at USPS tracking. Just a thought ~~~only a thought. Just a final note: $5.50 is more than reasonable. Lighten up folks! :)
NORFED coin :National Organization for the Repeal of the Federal Reserve and the Internal Revenue Service Very interesting coin, I have never seen one before and really i s interesting. Though not legal tender it is worth it's weight in silver :)

Hate to blow up the comment thread but I just found something quite interesting... In 2007 the mint that produced these was raided and shut down by the u.s. government they produced these illegally, although they are not illegal to own currently nor do they carry any value over silver price. Just thought I'd share!!!
Best way to ship is USPS large padded envelope with tracking will run atleast 3.50 and if you add insurance it is roughly 5... I sell bullion coins like the American eagle ounces daily and this is generally what I pay although I don't insure purchases under 200. Hope that helps your case a little lol! Fwi this coin may seem pretty heavy but keep in mind an ounce of silver will always be 31.1 grams (Troy ounce)
Thanks for the update :) and I really dont know what postal service you use, but to ship just a pair of earrings it costs me $2.80 and this coin weighs more than a pair of earrings and add the insurance on to it. So I used flat rate :)
legal tender means that this says $10 and you can legally spend this for $10 anywhere - There are coins which have much more than $10 silver weight and are worth more than $10 to a collector but you cannot legally go to the grocery store and spend this for $10 worth of food or whatever. The US Mint issued an advisory to say that these were not legal coins even though Norfed says they are and they are disputing the legality of them - but they'll lose the battle with the Government because they aren't legal. I thought for a long time that these were legal tender coins - but that's just not true.
Thanks Rick, bottom line is whether legal tender or not, they are worth the value in Silver! I'm not going to sit and defend this item one way or another. I know what it is valued at in Silver and that my friend is FACT!
