Hi, yes you might be able to use it for a car but they would probably tear it up with their sharp nails. For cats, I use a hard carrier unless it's just for a short trip.

I'm not sure about the weight limit for it. I know small dogs like Toy Poodles and small dogs can fit in it comfortably.

Yes definitely! My mother-in-law's toy poodle is about 10-15 pounds and she fit in it one time. :)
