Does the battery and dial work?

I never even took it out of the package. It appears to have a small piece of plastic or something on the dial to keep it from turning and wearing down the battery. If you enlarge the pic you can barely see it to see what I'm talking about.

What do you mean? It's not running down the battery. It's brand new in the package and hasn't even been wound yet.

There is a small piece of plastic preventing the dial from turning so it doesn't wear down the battery.
