Well...not a complete 1990 Donruss set, but the cards in this Best of series has never been open, so I would think it complete

I've never taken any cards out of it. Got it at a friend's dad's estate sell. So I don't know if there are missing cards or not. I won't be home before the auction ends so no chance to count. If I had to bet, I"d bet on them all being there...but I don't know.
