It's a molinillo, a tool for making mexican hot chocolate. You put it in the pot of chocolate and rub the handle between your palms to froth the milk

Yes, I spent 3 + years in Mexico It is used to make hot chocolate---rub the handle rapidly between your hands and it whisks back and forth and beat and froths the liquid. It's probably not "antique " "molnillo" -(-pronounced molniyo - double "L" is like a "Y" or "i" sound as in "tortilla") as you can easily buy them... but they are neat!

Hi, all. I have had one of these and used it during my Spanish classes when I was teaching. We would take some time on occasion to cook ethnically and would make "churros y chocolate". Then I would bring in the molinillo and use it to froth up the chocolate caliente (hot chocolate). Don't worry about getting it wet. It's made for that and the one pictured probably has been used oodles of times for that very purpose. Churros are dee-licious, too.

You don't have to worry about getting the wood wet, as long as you rinse it in hot water right away & set it away from water to dry.

"using it" would deteriorate the beauty, but wood is, (and was even more in the past), a commonly used material in the kitchen; bowls, cups, and now mostly cooking utensils like wooden spoons...
