Yes, it's legal to ship them as long as they are unused and packaged well. I don't think I'd be advertising "Do it yourself" piercing though. From a legal standpoint and knowing the dangers of PROFESSIONAL piercing you could be asking for a lawsuit you couldn't win and would never be able to pay off. You could even be held liable for infections, sterile or not. It's the same reason you don't see surgical instruments advertised as 'do it yourself'.
