I had a question is this like a beta or is this a download for a game or just a pack for online?

It is a "Season Pass" pack, it's technically the 2nd Season Pass they made for this game.
It unlocks a bunch of cars, trucks, and now motorcycles for the game, along with tracks, cities, and new events. The biggest being the "Wild Run" which is a huge race war in the desert.

Yes, either digitally or physically, but you'd need the core game. I think it's like $15 at Gamestop
