Are you sure the chain length is 9.5 inches? It looks longer and only a small child could wear it. or and adult on their ankle. Please check again - maybe it's 19.5 inches.

With chain hooked it is 9.5. It fits my neck fine with some still hanging down. Happy Holidays to you

yes it is gold colored, don't notice any markings but can't look now cause i'm not at home for a couple days

It probably would fit the size of the puppy dogs if it was 9.5". I think she probably measured it with the chain doubled joined at the clasp. It is probably 18 or 19" long staight length. Hope to find out. Thanks, Margie
