This single clip is intended for barbells, such as the one used with your weight bench, and likely for smaller dumbbells that have removable weights. It goes on the outside of your weight plates, to prevent them from sliding off the bar and breaking your toes. These are indispensable, and every home gym could use more of them.

As you can see, the inside diameter of the clip is 1", so you'll need to make sure your bar is also 1 inch around, as the clip does not expand much further than that.
