well yes it would! i try to leave a smidge of play in the clothing measurements i list. plus, this is a fabric w/ some stretch (so glad that was invented! lol) so, it should do fine.
(how about i check the STRETCHED measurements and then send you a pm?)

hi. there are NO tags on this top, except the label w/ the maker....... so i eyeball'd the size to be XL.
(i just tried it on & i am size 2x on top or 44D... i got the top on but it was tight.) that to me meant it would be perfect on a XL size)

now the fabric to me feels like a poly blend w/ spandex or lycra FOR SURE. (very soft, stretchy but does not stretch out. somewhat clingy.
