they should be, but no they are not. very rare will a proof of any kind grade ms 70.

aren't proof coins struck twice or something, isnt that the basic difference from other coins? Someone?

I think it is struck differently and gives it a different finish. The melt value is still that of basic metal it is made of. These would be for collectors
