This is a postage scale, people still use them and you can still buy them. The one in the picture looks modern. Vintage scales I believe were brass. You clip your letter onto the scale and let it hang, the needle moves and points to the weight of your letter to let you know how much postage you need. I believe they measure up to 4 ounces. They can come in handy sometimes.
