You actually have to take this little plastic piece off of the little knob you set the time with, for it to start. I couldn't do that without unwrapping it, but I've gotten several of these in the past for family/friends and they have all worked.

Eh, not exactly. If it gets splashed by rain or from water when you wash your hands, it'll be fine. But I wouldn't submerge it in water.
