Tow ha'pennies to rub together

This is a card with a 1965 and 1966 ha'pennies (half pennies) attached to it. At the bottom it says:

In Victorian days the poor had a saying that if they could beg two ha'pennies to rub together, more would follow.

The card is in plastic, and appears to be in good shape, although the envelope does have a stain, which you can see in the photos.
