This Skirt is sooo cute. The person I bought it from said it was a Junior Girls. It says small in the tag. It's possible it could be a woman's small. The waist is 21" and the length is 17". The pictures just don't capture how adorable this skirt really is. ait has imprints of Hello Kitty's face on the front. It is in excellent condition and free of any damage. I am so glad you asked that question because I made a mistake in the description. The waist is not 21". I should have written 12" It was measured accross the back lying flat. The length is correct. Sorry
