Its a runner for your dog. Both ends hook to a tree, house, etc... and the dog runs freely on the lead back and forth to each end.

It is a runner, I hooked my old ones end to my house and the other to the tree. There is a pully attached to the lead so the dog can run back and forth freely. Unfortunately, I was unable to put up the new one because my dog passed away last year.

does it come with everything? the runner cable, the tie out cable, the hooks to put into the tree, and the stoppers? oh and "F&W" means Fanned and Watching :)
